Sheff Wed Faces a 'Significant Problem', Declares Football Regulator

'We will play a key role in football's future' - independent football regulator the new chairman

The team's ongoing struggles are seen as a "significant problem" and the independent regulator is aiming to acquire authority to look into club affairs in similar circumstances, the recently named head the regulator has declared.

During an extensive discussion, Kogan, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four supporters' associations associated with the South Yorkshire club in recent days.

The football club have been struggling on and off the field in this season, with the club delaying salary disbursements on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the iconic names for English football and this week we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have the club and similar situations brought to our attention if they need to be investigated and acted upon."

Monetary Issues and Leadership Concerns

Wednesday's embattled owner the current owner suggested earlier this year he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with interested parties.

Missed wage deadlines on time in earlier this year led to sanctions by the football authorities in summer, blocking the team from conducting any recruitment activities for the subsequent signing windows, although the ban was rescinded in late summer.

Authority's Position

Kogan said: "Our role exists to serve the supporters of Wednesday, teams facing challenges where people are committed to a local institution that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"Our least desirable course of action is begin intervening in an specific team, an particular chairman, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you examine the past of the sport, over the recent generations there have been particular chairmen, not many, but particular people who have shown negligence in the manner they have operated their organizations and finally decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to lay out the remit of the authority recently and insisted it was a "forward-thinking discussion" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the significant advances achieved necessary will vanish rapidly," the regulator warned.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we must maintain momentum.

"Substantial financial resources coming into football and has been channeled for the past two decades, because there are no assurances it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the immediate future."

Premier League Concerns

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I completely endorse the achievement and development as an economic entity of the elite league.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of this country. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in 2020.

The chairman provided financial support for Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I am no longer involved in any type of partisan engagement."
